This report covers the period 19th January (when the consultant returned from home leave in Europe) to the end of March 1996. This period was used to assist the 4 States to develop inshore fisheries data collection and analysis operations and to assist with other groundwork necessary for the States DMR's to develop their work programmes. Opportunities were taken to introduce the new model law to the States of Yap and Chuuk and further work on this has continued on Kosrae and Pohnpei.
