NOTES: Over the last years of the 20th century, the Pacific region has been grappling with a complex issue that many countries have identified as one of the key priorities and concerns. The lack of data and information on climate change, and the severe lack of skilled human resources in-country have often been recalled and reiterated at numberous national, regional, and international fora. The advent of the Pacific Islands Climate Change Assistance Programme (PICCAP) in mid-1997 was a concerted effort by countries participating in the programme to address and action these concerns primarily by building the capacity of national human resources, through training, awareness and understanding, and involvement in the context of implementing the United Nations Framework Convention on Climate Change (UNFCCC). Those participating countries includes Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Samoa, Solomon Islands, Tuvalu, and Vanuatu.
